The Shrine Maiden of the Hakurei Shrine of Gensokyo, The Shameimaru Shinden, and The Imperious Condescension of the Alternian Empire

RESOLVED, To reaffirm their faith and strengthen the economic, social, religious, and cultural ties by which they are already united;

To cooperate loyally and to coordinate their efforts to create economic stability between all signatories;

To associated progressively in the pursuance of these aims other States inspired by the same ideals and animated by the like determination;

Desiring for these purposes to conclude a treaty for collaboration in economic, social, religious , and cultural matters and for collective self-defense;

Have gathered:

  • The High Priestess, the Shrine Maiden Reimu Hakurei of the Hakurei Shrine
  • Aya Shameimaru of the Shameimaru Shinden
  • Her Imperious Condescension Illyan Peixes of the Alternian Empire,

who, having exhibited their full powers found in good and due form, have agreed as follows:


Convinced of the close community of their interests and of the necessity of uniting in order to promote the economic, social, religious, and cultural recovery of Alternia, the Contracting Parties will so organize and coordinate their activities as to produce the the best possible results.

Economic recoveries include: elimination of conflict in economic policies, coordination of production, and the development of commercial exchanges.

The Contracting Parties will make every effort in common, both by direct consultation and in specialized agencies, to promote the attainment of a higher standard of living and quality of life by their peoples and to develop on the corresponding lines the social and other related services of their State and Institution.

The Contracting Parties will make every effort in common to lead their peoples towards a better understanding of the principles which form the basis of their common civilization and to promote religious and cultural exchanges by conventions between themselves or through other means.


When possible, all signatories will agree to the Spell Card Contract and its enforcement in all territories. The Contract shall be the key standard of dispute resolution if all peaceful, non-violent paths of resolution are exhausted.

In addition, in pursuance of their determination to settle disputes only by peaceful means, the Contracting Parties will apply to disputes between themselves the Spell Card Contract.

This provision of this article in no way affect the application of relevant provisions or agreements prescribing some other method of pacific settlement.


If any of the Contracting Parties should be the object of an armed attack by an external party, the other Contracting Parties will afford the Party so attacked all the military and other aid and assistance in their power.

All measures taken as a result of this article shall be immediately reported to the Grand Hakurei Shrine.

The Spell Card Contract may be temporarily rescinded in the event of armed attack by an external party. This shall be reinstated as soon as measures are taken to maintain or restore peace and security amongst the Contracting Parties.


The Contracting Parties declare each so far as they are concerned, that none of the engagements now in force between them and any other Contracting Parties or third State is in conflict with the provisions of the present treaty.

None of the Contracting Parties will conclude any alliance or participate in any coalition directed against any of the Contracting Parties


Future territories and sovereign nations may join in the treaty agreement provided that all articles of the alliance are adopted.


The Contracting Parties may, by agreement, invite any other state or institution to accede to the present Treaty on conditions to be agreed between Them and the State or Institution so invited.

Any State or Institution so invited may become a Party to the Treaty by depositing an instrument of accession with the Shameimaru Shinden.

Any State or Institution so invited may become a Party to the Treaty by depositing the instrument of ratification of the Spell Card Contract with the Shameimaru Shinden. The Shameimaru Shinden will inform each of the Contracting parties of the deposit of each instrument of accession.


This present Treaty shall be ratified and the instruments of ratification shall be deposited as soon as possible with the Shameimaru Shinden.

It shall enter into force on the date of deposit of the last instrument and shall thereafter remain in force for 5000 Alternian Sweeps (10,833 Earth Years). After the expiry of the period of 5000 Alternian sweeps, each of the Contracting Parties shall have the right to cease to be a party thereto provided that the party shall have previously given one Alternian sweep's notice of denunciation to the Shameimaru Shinden.

The Shameimaru Shinden shall inform the Government and Institutions of the other Contracting Parties of the deposit of each instrument of ratification and each notice of denunciation.

In witness thereof, the above mentioned signatories have signed the present Treaty and have affixed thereto their seals.

Done at the Hakurei Shrine of Gensokyo, the Month of the Gods, Gensokyo Year 130, in Japanese, Alternian, English, Spanish, French, Russian, Arabic, Chinese (Traditional and Simplified), and East Beforan, each text being equally authentic, in a single copy which shall remain deposited in the archives of the Shameimaru Shinden and of which certified copies shall be transmitted by that Institution to each of the other signatories.
